Sure, you can use the full 65W of Power Delivery when charging from USB-C 1 or USB-C 2 alone, but in this case, the multi-port charging matters. You can fast charge your Pixel 4a from any of the three USB-C ports when charging three devices because each can output 18W.

However, I recommend charging from USB-C 1 or USB-C 2, simultaneously charging four devices for the 18W fast charging.
